Gustavo Baez is a seasoned electrical engineer with a degree from the Universidad Nacional de Rosario and over 30 years of experience in Argentina’s electricity sector. Since joining CAMMESA in 1993, Gustavo has played a pivotal role in shaping the country’s power market, holding senior positions that bridge technical rigor with strategic energy planning. He served as Head of Economic Transactions from 2000 to 2012, leading the design and implementation of CAMMESA’s Economic Transactions and Billing Systems—critical tools for the financial operation of Argentina’s electricity market. Currently, he is part of CAMMESA’s Management of Analysis and Control, focusing on large-scale generation capacity expansion projects. Gustavo also represents CAMMESA on the Execution Committees of the fiduciary trusts behind the construction of key thermal plants such as Vuelta de Obligado and Guillermo Brown. His contributions extend into Argentina’s renewable energy landscape, where he played a central role in the RenovAr Program (Rounds 1, 1.5, and 2), through which 147 renewable projects totaling 4,466 MW were awarded. He also helped develop the corporate PPA market under the MATER regime, enabling private-sector engagement in renewable energy sourcing. Since 2015, he has overseen CAMMESA’s Quality Management System, supporting operational efficiency and regulatory compliance. A former lecturer at the Universidad Nacional de Rosario, Gustavo has also presented at international forums including CIER and CIGRÉ, sharing insights on electricity market operations and energy transition strategies. Gustavo is joining us as a featured speaker at the second edition of Argentina Energy Week, where he will provide key insights into the structural challenges of Argentina’s electricity system and the evolution of private renewable energy contracting.
