Head of Renewable Energy Unit - Ente Provincial de Energía del Neuquén

Cecilia Argañaraz is an electrical engineer from the National University of La Plata and a long-standing leader in rural renewable energy access in Argentina. She currently serves as Head of the Renewable Energy Unit at the Provincial Electricity Company of Neuquén (EPEN), and as Coordinator of the Provincial Executive Unit for the Renewable Energy in Rural Markets Programme (PERMER). With nearly 17 years dedicated to advancing decentralised energy solutions within EPEN, Cecilia has played a pivotal role in bridging the energy access gap for remote and underserved communities across Neuquén. Her work focuses on designing and implementing sustainable, context-sensitive electrification strategies—ranging from standalone solar systems to hybrid microgrids—bringing reliable power to regions beyond the reach of conventional infrastructure. Cecilia’s commitment to energy inclusion reflects a broader mission: to ensure that the energy transition is just, equitable, and locally rooted. Her leadership within PERMER has positioned Neuquén as a national reference in rural electrification through renewables, combining technical innovation with deep community engagement. She will be participating in the second edition of Argentina Energy Week, where she will share key insights into off-grid strategies, inter-agency collaboration, and the social dimensions of sustainable energy development.
